The Equinavia Norse 200 is a reasonably priced turnout with all the features you need.

This turnout has a 600 D polyester outer that is breathable, polyurethane-coated and waterproof. It has a 210D lining with 200g of fill for warmth. The quick release buckle front is easy on/off, while the double surcingles and leg straps make sure it stays on.
